Having watched Clarence a bit, I'm pretty sure Clarence grows up to be Chris Farley's character in Tommy Boy. Which would make Jeff David Spade's character, I guess.
It's not difficult for me to see people talking to grown-up Clarence for a few minutes, then openly questioning whether he ate a lot of paint chips as a kid. That possibility definitely runs through my head watching him.
Although, given Clarence's desire to help people - for his definition of "help", anyway - maybe Black Sheep is the more appropriate comparison. Well-meaning friendly guy, who nonetheless causes a lot of property damage and problems for people around him along the way.
